1.Name
The organization shall be called The European Federation for Research in Rehabilitation.
2. Object
2.1 The object of the European Federation for Research in Rehabilitation (EFRR) shall be to advance education and research for the public benefit into all aspects of the rehabilitation of people with disabilities and to disseminate the useful results of such research.
In particular the object of the EFRR shall be
(a) To foster a multidisciplinary approach to research into the consequences of health conditions, and their interactions with the environment, for individuals and societies.
(b) To facilitate exchange of information regarding research into these topics.
(c) To encourage the exchange of ideas and the development of collaborative research projects in rehabilitation.
(d) To hold a European Congress regularly in different member countries.
(e) To organise workshops around particular topics.
3. Scientific Meetings
3.1 A European Congress organised by the EFRR shall be held regularly in a European country. The date and place of the Congress shall be determined by the Council.
3.2 Other Scientific Meetings shall be held at the discretion of the Council and may be arranged in conjunction with other organisations.
4. Membership
Delegates who have registered for, and participated in, a Congress shall be members of the EFRR until the next Congress. Members shall be entitled to propose motions, vote and stand for election to Council in accordance with the procedures described below. New members can registered between the congresses via web side.
5. Assembly Meetings
5.1 An Assembly Meeting shall be held on the occasion of each European Congress of the EFRR, and the items on the agenda shall include:
(a) Consideration of reports from the Council
(b) Election of officers and members of the Council
5.2 Delegates of the congress may move formal resolutions at the assembly meeting provided that they give due notice in writing thereof to the President and at the same time submit a copy of such resolution.
5.3 Matters shall be determined by a simple majority on a show of hands unless a poll is demanded by the Chairman of the meeting. A poll shall be taken in such a manner as the Chairman may direct. A casting vote may be exercised by the Chairman of the meeting.
6. Council
6.1 The governing body of the EFRR (the Council) should reflect as far as possible the multiprofessional and international nature of the European Federation for Research in Rehabilitation. The Council shall have minimum of 5, but no more than 9, members.
6.2 The members of the Council shall be elected at the Assembly Meeting held during each European Congress and shall assume their duties immediately after the conclusion of the meeting at which they are elected. The period of office of ordinary members of the Council shall until the next Assembly. Upon expiry of such term, a member shall be eligible to serve as an ordinary member of the Council for another term.
6.3 The Council shall be responsible for deciding the arrangement for all meetings and other business of the EFRR. The quorum for each Council meeting should be at least half of the members. The Council shall have power to co-opt members, to set up subcommittees and to determine the EFRR's representation on other bodies.
6.4 The Council shall meet on every occasion of a European Congress and on such other occasions as they or the President consider necessary.
6.5 Members of the Council due to retire after the next European Congress shall be notified to delegates with the formal notice of the meeting, together with the Council's nominations to fill these vacancies. On receipt of such notice any member may propose alternative candidate(s) by sending in writing the name(s) of the candidate(s) supported by the endorsement of another member (as referred to above) and the consent of the candidate(s) to the Honorary Secretary to arrive in his hands not later than the day of the Assembly Meeting.
6.6 If candidates are nominated in excess of the number of vacancies available, voting shall take place at the Assembly Meeting and the candidates securing the largest number of votes shall be elected to the vacancies that exist.
6.7 The Council will elect:
a) A Secretary who will be responsible for organising the next congress.
b) A President who will be responsible for all other aspects of the organisation of EFRR.
7. Affiliation
The Council shall have the power to seek and accept the affiliation of or requests for amalgamation by other organisations and to affiliate the European Federation for Research in Rehabilitation to other organisations, provided that such acts do not compromise the object of the EFRR.
8. Journal
The International Journal of Rehabilitation Research shall be the official journal of the European Federation for Research in Rehabilitation.
9. Constitution
9.1 The Council shall have the power to make, vary and repeal Bye-Laws and Regulations for the conduct of the general affairs of the European Federation for Research in Rehabilitation, its officers and servants, and for the despatch of the business of the EFRR, but so that no such Bye-Laws and Regulations shall be of effect and so far as they are inconsistent with the provisions of this Constitution.
9.2 Notice of any proposal to amend or alter this Constitution must be sent by two members to the President not less than three months before the next Assembly Meeting held in conjunction with a European Congress. Such proposal shall be circulated to all delegates and will appear on the Agenda of the said meeting in the form of a motion.
9.3 The European Federation for Research in Rehabilitation may at any time by a resolution passed in an Assembly Meeting be wound up and dissolved.
